UK Student Visa 2026: New Rules for International Recruitment Agents & CAS Compliance. New International Student Recruitment Agent Rules Take Effect

An article in the London Mail, published 1 May, highlights new responsibilities for UK universities utilising overseas education agencies. Student-route sponsors will be required to record the name, country and business registration number of any agency involved in recruiting a non-UK applicant, and submit those details on the Certificate of Acceptance for Studies (CAS) from 7 April 2026. The action follows a recommendation from the Migration Advisory Committee to clamp down on rogue agent activities blamed for visa refusals and drop-outs. Now institutions that don’t provide agent data might be downgraded or lose their sponsor licence altogether, risking their ability to enrol overseas students. The advice also recommends sponsors perform annual due-diligence assessments of marketing claims, fee transparency and refund policies.

There are two things that make it relevant for corporate mobility teams. First, if you sponsor employees’ dependants on UK study visas, you have to guarantee the institutions they choose remain compliant. If a licence is suspended, it could invalidate a student’s authorisation to stay. Secondly, UK campus-based multinational education providers must reform agent-management contracts, making service-level agreements and whistle-blowing routes formal.

Lawyers said the need applies to CAS which are issued before 7 April, but the corresponding visa application is lodged after that date. Universities believe that during the summer admission, tens of thousands of CAS modifications may be required to rectify past records. The Home Office has said it will review the agent data to build a “bad-actor list” which may be given to sponsors as early as 2027. Stakeholders should thus build in compliance language in agent contracts today, including audit rights and indemnity clauses for mis-representation.
